Operational and Organisational Matters Undertake a wide range of day-to-day functions and project management to support Nexus PCN and the team to deliver ongoing improvement to services. Assist with planning, development, and implementation of changes necessary to meet new demands on the Network from internal and external sources. Ensuring effective communications within the PCN and with its key stakeholders. Organising and minuting functional team and managing committee meetings. Recognise clinical and organisational enhancements to elevate and enhance integrated care and services for patients. Overseeing the development and delivery of effective staff and patient communications. Being the key contact for member Practices, ICB and other external organisations on operational matters. Leading change and continuous improvement initiatives (Including in digital transformation by increasing PCN services productivity and overall operational efficiency. Ensuring the network maintains compliance with its NHS/CQC and any other contractual obligations. Ensure that Nexus Complaints Procedure and other Nexus policies are adhered to at all times, including working with the relevant practice manager to provide a timely response to any matters. Supporting the Clinical Director to provide strategic and clinical leadership to the Network, developing and implementing strategic plans, leading and supporting quality improvement and performance across member Practices. Attending meetings and conferences as required on behalf of the Network and feeding back to the PCN members. Prepare and annually update the Network Strategic Development Plan (and any other written information requested by the management committee), oversee the implementation of the aims and objectives and feedback on progress at Network meetings. Act as a key Network representative at a senior level internally and externally. Develop and produce communications and training materials that support the delivery of PCN projects. Keep up to date with relevant national policies, including but not limited to QOF, PCN Directed Enhanced Service Specification, Consolidated Funding Framework. Responsible for managing PCN physical resources. To facilitate achievement of pan PCN engagement schemes e.g., QI, IIF, Enhanced Access, ensuring funding streams are maximised, reporting deadlines are met and learning opportunities optimised. To co-ordinate delivery of pan PCN vaccination programmes and other directives that may be added to the PCN DES or benefit practices from working at PCN level. Stay informed about performance and quality indicators across all facets of Primary Care. Advocate for best practices, drawing insights from experiences and peers, and facilitating the dissemination of innovation within the PCN. Governance Establish and uphold precise documentation concerning financial matters, standard operating procedures, contracts, and decision-making processes, ensuring accessibility through centralised storage. This documentation serves as a comprehensive repository, facilitating efficient retrieval and utilisation across relevant stakeholders within the organisation. Project Management Leading on developing, bidding and operational management of new projects for the Network. Leading and managing PCN wide Enhanced Services as they arise. Leading on business cases and financial projections ensuring all compliance with legislation. Formulate essential performance benchmarks and milestones for designated programs and projects, resolving conflicts and ensuring efficient management of interconnections. Develop, support and deliver local improvement programmes aligned to national and local priorities. Aid in organisational transformation and the adoption of initiatives promoting excellence. Draft and deliver comprehensive project reports for the PCN board as and when needed, demonstrating advancements in comparison to set milestones, current status, resource needs, challenges, risks, and interdependencies, while also offering recommendations when multiple options are available. Display adaptability and contribute to novel programs and projects when required. Staff Management and Development Managing staff (Additional Role Reimbursement Scheme) and Seconded Support Roles, overseeing all daily activities. In liaison with HR Lead, support recruitment and retention of all Network staff, maintaining an effective overview of HR legislations. Ensure adequate staffing levels to meet the commitment of the Network, monitoring skill mix and employment of staff. To be responsible for staff welfare and support. Together with the HR Lead, ensure that induction, One-to-Ones, appraisals, and training are in place to enable staff to carry out their individual roles and responsibilities effectively. Oversee capability, disciplinary and grievance procedures. Contribute to the development of key performance indicators for the successful assessment of individual and work stream success. Liaise with Human Resources to develop job descriptions and person specifications for new staff. Manage all leave including annual, study and sickness absence. Ensure that staff generates operational reports monthly and their performance as well as teams performance is managed. Take charge of ensuring that all staff employed within the PCN comply with mandatory training requirements and are engaged with the PCNs goals and priorities. IT and Data Adhere to Information Security Policies, ensuring that no breaches of confidentiality occur because of your actions. Guarantee that all essential data for continuous reporting obligations is properly documented by relevant staff members. Aid in the collection of statistics and information as needed. Keep abreast of the latest IT developments and opportunities. Leading on IT for the PCN, liaising with the ICB and DELT on PCN systems and equipment. Co-ordinating the development and implementation of new applications and processes including team net, website, Ardens, Bluestream and virtual ward pilot. Assess and strategize the implementation and modernisation of PCN IT systems as mandated by the Board. Identifying, evaluating and where appropriate delivering new opportunities. Collaborate with the ICB on matters concerning system procurement and IT funding. Managing and overseeing access to SystmOne, smartcards and passwords. Financial Collaborate closely with the Bookkeeper to maintain accurate records of income and expenses associated with salaries, projects and funding streams using Xero and other systems as needed Responsible for financial administration and reconciliation of funds and maintaining accurate financial records. Preparing a PCN ARRS budget / forecast and share a quarterly financial update to keep members informed. Ensure timely and accurate submission of ARRS claims, complying with financial regulations. Creation and submission of relevant funding documentation. Coordinate routine payments to Practices in collaboration with Bookkeeper and Accountants. Relationship building, strategy, performance and Quality Indicators Collaborate closely with the PCN leadership and management team. Establish and cultivate relationships with the PCN Board, Member Practice staff, private providers, the local primary care team, neighbouring PCNs, and other essential stakeholders to foster positive working relationships and facilitate the exchange of best practices. Aid in generating information for clinical audits upon request from colleagues or the Board. Ensure compliance with all Health and Social Care Act requirements within the PCN. Investigate potential avenues for future development in collaboration with external agencies. Communicate technical information effectively and engagingly to diverse stakeholders, regardless of technical expertise, ensuring clear understanding and meaningful engagement. Recognise opportunities for clinical and organisational enhancements to elevate and enhance integrated care and services for patients. Act as the Board's representative at external meetings as required, conveying the Board's perspective and provide feedback to the Board following these meetings.
