We are looking for Deputy Director for learning disability and autism in Brent.
You will also support the delivery of the Neurodiversity agenda within the trust including developing and reviewing pathways and participating in the many different forums, partnership meetings related to the role. This role includes the operational management of Kingswood LD inpatient units, Brent CLDT and the ASD assessment hub within the outer boroughs. Further to this you are part of the Brent Management team leading the LDA agenda and its delivery.
This role will support the neurodiversity lead deliver the neurodiversity agenda across the Trust. With responsibility for driving forward strategic work that aims to ensure the Trust is a neurodiversity aware and inclusive organisation. As well as overseeing the operational management of the specialist Adult inpatient learning disability services, the Autism diagnostic service and community LD services. Further to this you will support the delivery of LDA services within Brent and support relevant agendas within the borough.
The post holder will be the key representative of LDA services to the public, statutory and voluntary organisations. This includes working with internal and external partners across the ICBs and National teams as necessary and delivery and development, planning & meaningful co-production. The post holder needs to be dedicated to partnership working and appreciate the value community partnerships, including with VCSE, can bring to statutory health and care services.
This role is a permanent position in the role and consider its full roles and responsibilities following the promotion of the existing post holder.

1. Operational Delivery
• Oversight and responsibility for the delivery of specialist learning disability inpatient services that provide person-centred, high quality and clinically safe care that is integrated within the local community
• Delivery of services that respond to challenge set out in the NHS Long Term Plan and other national policy (e.g. Building the Right Support action plan, Transforming Care) by delivering purposeful care in the community that reduces avoidable admissions and support care closer to home
• Oversight of delivery of initiatives that aim to develop more needs-led all age autism diagnostic pathways including pre-& post diagnosis support
• Ensuring clinical safety and effectiveness through completion of risk assessment and management plans within agreed timescale and service delivery in line with evidence-based practice. Ensuring standards within the service meet the regulatory standards
• Ensuring services are clinically effective through monitoring of appropriate outcome measures and service user and carer experience
• Present a positive face of Trust LDA services to external bodies
• Ensure performance standards are met and create and maintain a performance management culture at individual staff member, team, service and directorate level
• Contribute to the development of a culture within services overseen of innovation, quality and service improvement.
1. Communication and strategic work:
• Senior Trust neurodiversity lead with responsibility for championing, influencing and promoting awareness of neurodiversity across the health and social care system
• Lead complex strategic work to develop and deliver Trust neurodiversity vision with an ability to articulate a strategic vision for change and help translate this into practical steps that can be taken to embed and sustain real change
• Lead discussions on a group/ 1;1 level with internal and external partners including service users and carers including being an ambassador for the Trust in wider system meetings
• Across the Trust, receive, analyse and interpret highly complex information, make decisions and communicate decisions effectively and sensitively according to the needs of the audience
• Work with internal and external teams to identify gaps; enable the testing of innovative solutions and ensuring the spread of good practise across the Trusts
• Working to Trust strategic and transformation colleagues to make a case for change, anticipate problems and formulate a strategy to overcome any identified barriers
• Ensuring that service users, carers, community organisations and other key stakeholders are actively involved in the development and delivery of Trust neurodiversity strategy.
1. Partnership Working
Ensure that:
• As a major provider of Learning Disability services, the organisation is appropriately represented, and involved with all key strategic planning bodies at Trust, ICB and relevant Local Authority functions
• Trust service continue working in partnership with other providers and stakeholders to achieve outcomes specified.
• Work with wider partners and as part of a system to deliver on NHS Long Term Plan and other national and local policy frameworks including Transforming Care Agenda and NWL ICS Learning Disabilities and Autism Plan
• Work with Local Authorities and ICB colleagues on governance arrangements where CNWL manages a number of senior clinicians to develop clear Service level Agreements (e.g. CPA, risk assessment and management).
1. Safeguarding Children and Adults
Ensure that:
• All LD service clinicians and staff follow national and Trust guidance in all matters relating to safeguarding children and adults
• Close liaison with strategic partners around safeguarding adult initiatives, supporting working together
• Clinical governance arrangements are robust in this area, including clear leadership, supervision, audit programmes and adhering to training requirements
• Serious incidents are investigated and recommendations are implemented and lessons learned and shared
• Robust procedures are in place for investigation of complaints with clear timescales, implementation of actions and lessons learnt
1. People Management:
Ensure:
• A robust management structure is in place for services overseen that supports high quality clinical care and is responsive to the needs of clinicians and stakeholders
• Staff and management cover are provided 24 hours a day to the LD inpatient services
• All staff in the service are provided with the necessary equipment to carry out their duties
• All staff in the service are provided with the leadership and guidance they need to ensure that people with a learning disability, autism or both can live happier, healthier and longer lives
• Staff are provided with a learning and development opportunities appropriate to their needs, through the knowledge and skills framework
• A workforce plan is developed that meets LD service requirements, and the needs of the diverse workforce
• Staff are treated fairly and consistently and within the operational policies and procedures applied in the organisation
• All staff have a structured supervision and appraisal system
• Dealing with staff side on complex issues i.e. reconfiguration or redesign of services
• Dealing with individual staff members who present particular challenges, and support line managers to deal with complex issues.
1. Financial Management
Ensure that:
• Effective use of financial resources provided to the Trust by NWL ICB
• Trust budgets are managed within the framework of statutory regulation and to the agreed accounting standards and procedures
• Managers with delegated authority are held to account for the application of the budget
• Buildings, service centres and sites are maintained to agreed standards and meet health and safety requirements
• The terms and conditions of all staff are acknowledged and appropriate procedures followed in line with Service Level Agreements between CNWL and wider system partners including the voluntary sector
• Services overseen contribute to the creation of an organisation where risks are identified and minimised in order to create the safest possible service
• Negotiate with ICB and Local Authorities for adequate financial resources and make relevant bids for further funding
• Responsible for leading on cost improvement programme which may include increases in productivity, or initiating income generation where possible
• Lead interventions to reduce risk of incurring high costs, eg. preventing out of area treatments, reducing agency staffing
• Take the lead in identifying risk factors and ensure action plans are drawn up to address risks.
1. Information Governance
• Ensure that staff and relevant others are aware of and comply with expected IG working practices for the effective use of owned Information Assets. This includes records of the information disclosed from an asset where this is permitted.
• Provide a focal point for the resolution and/or discussion of risk issues affecting information assets
• Foster an effective IG culture for staff and others ensuring individual responsibilities are understood, and that good working practices are adopted in accordance with the Trust and national policy.
