The Emergency Care Improvement Support Team (ECIST) is a clinically led team that focuses on improvement across the urgent and emergency care pathway. The team is part of the Elective and Emergency Care Improvement group within NHS England. The group has other improvement teams covering elective, mental health and community health as well as a programme management and analytics team.
The ECIST team is formed from staff with clinical, operational and social care backgrounds. The overall team is divided into sub teams led by a deputy director and clinical director. The aim to have clinical directors with a variety of backgrounds across the UEC pathway to provide clinical expertise and leadership to the wider team. The role requires an active input into the ECIST management group. The postholder will be a current Consultant or GP working in an area relevant to the UEC improvement scope of the team.
The Clinical Director works alongside a specialist team of clinicians and improvement managers to deliver improvement support to providers and systems. The Clinical Director is in addition part of a team of clinicians that provides strategic advice on the development of policy and its implementation to the Director and Medical Director of Elective and Emergency Care improvement, to help inform the strategic approach for the Improvement team, and to the wider team in relation to specific improvement programmes.
The postholder will deputise for the MedicalDirector of Elective and Emergency Care Improvementwhere appropriate, including covering periods of absence.
The group of clinical directors will be drawn from a range of complementary clinical backgrounds which would normally include acute medicine, emergency medicine and frailty, as well as other specialities, including primary and community care.
This role will be key in supporting the MedicalDirector of Elective and Emergency Care Improvement toprovide clinical oversight and building medical leadership capacity and capability.

· Provides clinical leadership of the project including public facing elements of the programme where necessary
· Provide the Director of Elective and Emergency Care Improvement and their team with expert guidance on clinical issues relating to the improvement of emergency care systems, including the content and reporting methodology
· As part of the medical leadership team provides professional leadership of the team’s medical staff, ensuring team members are fully inducted and competent to appropriately deliver the team’s key messages and to advise on service improvement.
· Actively participates in diagnostic visits, proactively providing advice, guidance and constructive challenge to clients.
· Promote the team’s ‘message’ of whole system alignment and patient flow
· Provide professional advice to the Improvement team as required
· Be actively involved in the development of the team’s ‘offer’ to the service and NHS England
· Support team members at meetings with external bodies and partners (including Medical Colleges, Think-tanks, NHS bodies (including Regional Offices), the CQC, National Clinical Directors etc), the Department of Health
· Design and provide ‘clinical challenges’ as part of engagements
· Maintain up to date knowledge of relevant thinking, developments and research in urgent and emergency care and share new and innovative ideas with the team and clients
· Take the lead as appropriate in team interactions with client medical staff
· Leads and supervises research and development of clinical improvement and analytical tool kits
· Takes a lead role in the production of written improvement guidance
· Any other duties that may be required
