Interim Procurement Business Partner - Strategic Procurement

Pay Rate: up to £500.00 per day PAYE depending on experience
37 Monday – Friday, normal working hours
This opening assignment is for 3 months
City: GLOUCESTER
Hybrid working - required to be onsite one day a week, may change depending on business needs.
Procurement Business Partner covering the Economy, Environment and Infrastructure portfolio.
Largely FM, transport and corporate infrastructure contracts but wider procurement experience in social care and public health would be valuable. Managing a small team of staff supporting a range of complex high value procurements. Input to PA23, Team guidance, tools and team development.
Key Responsibilities:
Develop and maintain critical relationships at senior level acting as a commercial ‘business partner’
Develop specialist knowledge and expertise in the designated area and use critical evaluation and interpretation of data and information to create a mandate for change.
Undertake or lead category, contract management or procurement reviews that result in actions to improve service outcomes, value for money or risk.
Undertake market and supplier research to inform the development of commissioning and commercial thinking.
Understand latest commercial policy and or/legislative changes that affect the designated area. Assess and communicate the commercial impact of these.
Contribute to the development of category management and work with other category managers to secure benefits which might cut across category boundaries. Lead and undertake work systematically using structured project management methods.
Assess and maximise Social Value as part of your work.
Ensure knowledge transfer to the Tendering Service and contribute to the development of commercial skills across the council.
Represent the Commercial Service in collaborative discussions or forums relating to the areas being managed.
Keep up-to-date with relevant policy, best practice and legislative changes.
Qualifications:
Graduate degree or commercial experience equivalent.
CIPS level 6 or equivalent professional qualification or experience.
Knowledge:
Knowledge of public sector procurement regulations and at least a good/expert understanding or contract law, risk management and contract management.
Experience:
Worked in procurement or commissioning environment.
Delivered change and cost savings in a complex organisation in the public or private sector
Worked with limited direct supervision and be able to balance short, medium and long term priorities.
Used analytical techniques to turn data and information into actions that improve value for money.
Evaluated the makeup of cost and used cost reduction techniques to improve value for money.
Built and maintained productive relationships, including those with key stakeholders and external organisations.
Worked independently or with others to deliver discreet projects.
Skills & Abilities:
Extensive commercial skills, procurement knowledge and an awareness of emerging best practice.
Proven delivery skills and experience of working to tight, pressurised deadlines in complex matrix managed organisations.
Excellent written and verbal communication skills including report writing and language to convey convincing ideas and arguments. The ability to simplify technical and complex information.
Comprehensive people and leadership skills, ability to manage conflict effectively and to motivate people within a change environment
Well developed interpersonal skills and the ability to work effectively with people at all levels internally and externally.
Proven ability to influence at a senior level, including facilitating joint decision making and building productive relationships between business units other organisations or external suppliers.
Ability to add value through expert knowledge of a given outcome/portfolio area.
