The Strategy Team is looking to appoint a Deputy Director of Strategy to support the work of the Strategy Team

Having completed the refresh of our 5 year strategy, the Trust is now embarking on an exciting programme of work to deliver our ambitions. The Deputy Director will play an important role in establishing the frameworks to support delivery. In addition the postholder will support the Interim Director in delivering a range of strategic programmes of work, both within the Trust and with other partners in Greater Manchester.

The Deputy Director of Strategy is an important strategic leadership role within The Christie NHS Foundation Trust, focused on delivering the Trust’s Strategic Plan.

The Christie is one of Europe’s leading cancer centres, treating over 60,000 patients a year. We are based in Manchester and serve a population of 3.2 million across Greater Manchester & Cheshire, but as a national specialist around 15% patients are referred to us from other parts of the country.

We provide radiotherapy through one of the largest radiotherapy departments in the world; chemotherapy on site and through 14 other hospitals; highly specialist surgery for complex and rare cancer; and a wide range of support and diagnostic services. We are also an international leader in research, with world first breakthroughs for over 100 years.

We run one of the largest early clinical trial units in Europe with over 300 trials every year. Cancer research in Manchester, most of which is undertaken on the Christie site, has been officially ranked the best in the UK.

DUTIES AND RESPONSIBILITES



The post holder will support the delivery of the Trust’s annual Strategic Plan and will act as the overall Programme Delivery Director for the Plan, establishing and maintaining effective and timely assurance reporting to both the Director of Strategy and Executive Medical Director.



Principal Job duties or main tasks
• Ensure the development of an annual delivery plan in support of the Trust’s Strategy, developing appropriate and relevant milestones alongside and effective monitoring mechanism.
• Develop and implement service strategic plans and coordinate the implementation with divisional teams and support services.
• Work with Finance to coordinate the Trust annual planning cycle with Divisions, Capital and Workforce ensuring the progression of the Trust’s strategic plans.
• In leading the delivery of the Trust’s Strategic Plan, engage multiple internal and where necessary external partners and manage the coordination of complex strategically significant business developments.
• Support and take a lead role where required in the development of strategic business cases.
• Ensure the interface with GM partners is robust and that programmes are delivered to agreed time, cost and quality parameters. The post holder will be required to establish and lead project teams with the necessary support from the Divisions.
• Represent the Christie in agreed GM forums and influence the strategic direction of the system in support of the Trust’s strategic aims.
• Ensure strong clinical engagement is undertaken with appropriate clinical leaders within the Trust’s operating divisions in order to support them deliver their divisional strategy objectives.
• Contribute to corporate policies and strategy by supporting the development of organisational strategies.
• Design and implement a comprehensive assurance regime with associated metrics to be able to measure and report progress of implementation against delivery of the division’s strategic strategies providing advice and support in the event of underperformance.
• Undertake horizon scanning and reviews of all relevant national Department of Health and Social Care and NHSE strategic and policy documents to ensure Trust’s strategic ambitions are fully aligned.
• Work with the Christie’s Communications team to ensure the effective communication to staff of the Trusts’ strategic intent and work programmes.
• Develop relationships with internal and external partners to deliver innovations for the Trust including work up of necessary bids as required.

Risk and Corporate Governance
• Lead the Trust’s annual planning cycle, ensuring the associated effective programme governance arrangements are in place.



Staff Management
• Full line management responsibilities for allocated team including; managing sickness and absence, grievances, disciplinary issues, delivery of training, recruitment and retention of staff.
• Accountable for successful change in culture and behaviours, for motivating and developing staff and coordinating the education and training needs of their team in line with their objectives.
• Provide strong individual and professional leadership through any organisational change and support staff through the adoption of a visionary, motivational and problem solving approach.
• Manage staff allocated from divisions for strategic delivery.



Financial Management
• Accountable for the associated budgets within the programmes and individual projects.
• Responsible for monitoring and analysing budgets as part of financial control measures and maximising the use of resources to ensure project budgets are managed effectively.
• Ensure that all staff in the team comply with the Trust’s Standing Financial Instructions.



Communications
• Provide and receive highly complex, sensitive and contentious information (including data which is commercially sensitive), and will be required to assimilate this information in a way that promotes shared understanding and common purpose.
• Be prepared to occasionally operate in environments where the climate is hostile or antagonistic.
• Communicate both orally and in writing with senior Board level staff and external agencies, including political representatives. This will be in order to confirm compliance with key delivery milestones relating to GM Transformation programme and Trust’s Strategy. This communication will include complex and challenging persuasion, diplomacy and briefing corporately “up the line.”
• Present highly complex and technical information to senior stakeholder groups including the Trust Board, Clinical Commissioning Groups, regional workshops, national conferences, and to the public as required, in the atmosphere of major strategic change. Use data-driven presentations to challenge existing work practices and beliefs for varying audiences.



Analytical and Judgement Skills
• Analyse and assess highly complex facts and situations requiring interpretation, and comparison between ranges of options.



Planning and Organisational Skills
• Ensure that a consistent programme and project management methodology is applied to the delivery of major Trust wide programmes, comprising a number of highly complex and inter-related projects across the Greater Manchester.
• Provide a project lead / programme director role relating to major strategic projects.
• Develop corporate policies and strategy relating to the strategic programme and interdependency management.
• Make a major contribution to The Christie as a senior member of the leadership team.



STANDARD CLAUSES

• Data Quality forms part of the appraisal and objective setting process for staff responsible for data entry and data production; staff should ensure that they adhere to policies and procedures at all times. Failure to do so may result in disciplinary action being taken.
